The importance of this issue comes from the fact that this sector can become an important element in the policies of development of the countries of the south of the Mediterranean .
The objective of this report is twofold: (i) on the one hand, to give an overview of the ESS in the Mediterranean and identify potential and current bottlenecks (by focusing on the case Egypt, Morocco and Tunisia ) ; and ii) to put forward possible actions to develop the sector by suggesting possible operational tools that could be introduced, perhaps with support from international sources of funds.
