The Information and Communication Technology (ICT) sector in the Southern Mediterranean plays a pivotal role in driving economic growth and innovation. Due to its high degree of interconnectedness, ICT provides strong backward and forward linkages to industries such as healthcare, education, manufacturing, and agriculture. The sector presents significant opportunities for better integration into Global Value Chains (GVCs).
The development of ICT clusters—which bring together diverse organizations, including businesses, universities, and governments—promotes productivity, innovation, knowledge sharing, and market awareness, driving overall economic development. These clusters foster innovation and unlock potential in fields such as e-health, fintech, agritech, and smart cities, all of which hold great promise for sustainable growth in the Mediterranean region.
The ICT sector is thriving across the South Med region, supported by government initiatives and private sector innovation. Countries such as Jordan, Egypt, Tunisia, and Morocco are at the forefront of digital transformation and economic growth.
The ECF Cluster “Mapster” has identified 82 South Mediterranean clusters, with 19% operating in the ICT sector, including health tech, ICT services, and software industries. These clusters are key players in the region’s digital transformation, fostering cross-sectoral synergies, driving innovation, and supporting the growth of emerging industries.
As South Med countries continue to expand their ICT ecosystems, collaboration between the public and private sectors remains crucial in overcoming challenges and maximizing the sector’s potential. Strengthening regional cooperation through joint initiatives and technology transfer will be key to enhancing cluster competitiveness and their participation in regional value chains. Policy alignment and market access will further unlock their full potential, driving economic growth and sustainable development across the region.
